General Forsythe (Carter in the European version of the game) is a CO and leader of the Lazurian Army. He has one of the largest CO zones in the game, with a range of five. He is excecuted by Waylon at the beginning of Chapter 15 Icy Retreat."I am a soldier, not a killer."
